HOUSE STAFF ASSOCIATION BYLAWS
University of Washington
I. PURPOSE
It shall be the purpose of the House Staff Association to serve as a resident advocate and voice throughout the hospital, university and community. To provide house staff representation as it pertains to university affairs.
II. MEMBERSHIP
a. House Staff Association membership shall be open to all residents and fellows in University of Washington graduate resident training programs.
III. MEETINGS
a. Meetings shall be held monthly, beginning in August, on a day set by the Executive Council. The notification of each meeting will be given at the prior meeting. Any change in the meeting date shall be provided at least two weeks in advance.
b. At any meeting, five residents shall constitute a quorum.
c. The secretary of the meeting or his/her designate shall keep attendance at each meeting.
d. The official parliamentary authority for all meetings shall be the latest edition of Sturgis, The Standard Code of Parliamentary Procedure.
IV. OFFICERS
a. President
1. Shall preside over all the meetings of the House Staff Association.
2. Shall fulfill the responsibilities of any offices left vacant or appoint replacement personnel until the next election.
3. Shall preside over all meetings of the Executive Council.
b. Vice-President
1. Shall take the place of the president if s/he cannot fill the needed responsibilities.
2. Shall be the liaison of the House Staff Association to the university publications or local press.
c. Secretary
1. Shall be responsible for the procurement and approval of the meeting minutes, including recording attendance at meetings. Will also be responsible for distribution of the minutes by House Staff Association approved means (web page, newsletter).
d. Treasurer
1. Shall be responsible for the keeping and reporting of the House Staff Association financial accounts. Will act as liaison to the House Staff-appointed accountant.
2. Shall also be responsible for counting and recounting ballots for elections; and votes by the House Staff Association or Executive Council.
V. TERMS AND ELECTIONS
a. Nominations for Executive Council shall be submitted at the April meeting of the House Staff Association and shall be made up only of current members of the House Staff Association.
b. Elections of officers shall be by the House Staff Association vote. Secret balloting shall be used and a majority required to attain the office.
c. Terms of office shall be one year long, beginning June 1st of each year.
VI. FINANCES
a. The House Staff Association finances will be subject to private audit and reporting of an accounting firm.
b. All expenditures under $1000 may be approved by the president. Purchases over $1000 will be subject to a 2/3 majority approval by voting members of the House Staff Association.
c. Member dues will be determined by the Executive Council annually.
VII. BYLAWS
Amendments to the bylaws shall be subject to a 2/3 majority for approval by voting House Staff Association members.
VII. COMMITTEES
a. The Executive Council shall be made up of the president, vice-president, secretary, and treasurer.
